Different from the Netherlands where the number of fires caused by lithium-ion batteries is also increasing hand-over-hand and since 2018 (1st announcement) people have been anxiously awaiting the publication of the directive PGS 37-2, the city of New York picks up immediately given the article below from News Cycle.
Currently in the Netherlands, Circular 2020-34193 entitled "Circular risk management lithium-ion energy carrier" is effective as of 01-07-2020. 


This Circular regulates exemption up to 333 kg of lithium-ion batteries > 100 Wh and a broad exemption for certain industries, e.g. salesrooms, showrooms and stores without storage of loose energy carriers. For a bicycle store, with an average weight of about 3.5 to 5 kg per battery, this easily amounts to an exemption for about 95 to 65 batteries. Stored used energy carriers, whether or not mounted in appliances, awaiting sale, are not considered to be in the use phase and do fall within the scope of the Circular. Loading (outside supervision or after operating hours) is provided in the Circular in at least a fire safety cabinet according to NEN-EN 14470-1 (fire resistance 60 or 90 minutes). The draft PGS 37-2 in turn exempts e.g. the charging of (large quantities of) energy carriers of electric bicycles or scooters at e.g. meal delivery companies or share scooter companies. Whether that all works out as "fire-safe" in practice, practice will tell. The city of New York has apparently learned its lesson in a year's time. Now we do !
