Shift of supervision of high-risk (BRZO) companies from municipalities to provinces.

The fragmentation of the supervision of high-risk companies in the Netherlands is rapidly disappearing. The responsibility for this supervision has been shifted from hundreds of municipalities to the twelve provinces. On behalf of the provinces, six specialised environmental services, including the DCMR, carry out this supervision and licensing. At the end of 2016, the provinces made a joint multi-year agreement with the environmental services to ensure that the major operation will be completed by 2019 and that there will be uniform, high-quality supervision, transparency, and clear and unambiguous licences.

In the Netherlands there are some 400 companies that work with large quantities of hazardous substances and that can therefore cause major accidents (such as fires or explosions). The Major Accident Hazards Decree (Brzo) applies to these companies. The core of this directive is that companies are aware of the risks and take appropriate measures.
The companies themselves are responsible for the safety of their employees and the environment. The government supervises the way in which the companies work on safety. How is the supervision of these companies organised? Who is responsible for what? What are the specific challenges in each region?

Z-card and app
The six Brzo environmental services jointly developed a Z-card and an app to answer these questions. By means of a clear timeline, the Z-card provides insight into the way in which we are working towards that uniform supervision in 2019 and what has already been realised in order to achieve excellent performance of licensing, supervision and enforcement (VTH). The Z-card also gives a picture of the six Brzo environmental services, the ambitions of the provinces (IPO) and the way in which they cooperate with other inspection services. The special Brzo app shows interested parties short films in which VTH developments are briefly explained. The app can be downloaded from the App Store and from Google Play. The IPO (Interprovinciaal Overleg) has contributed financially to the realisation of the app and the Z-card.
